Institutional Ownership

Jiangxi University of Technology (JXUT) adopts an organisational structure under the leadership of the Board of Directors. JXUT is operated by the Board of Directors, University Committee of CPC and University Administration, with a total of 12 school leaders, namely, the Chairman of the Board of Directors presiding over the Board of Directors, the General Secretary of University Committee of CPC presiding over University Committee of CPC, the President presiding over the University administrative work, and nine Vice-Presidents responsible for: foreign affairs, graphic information, personnel, discipline inspection, ideological and ethic education, information and publicity, CPC affairs, comprehensive governance, security, admissions, student affairs, teaching affairs, scientific research, logistics, general affairs and teaching supervision.

JXUT has 9 administrative departments:

1.University Office

University Office is the administrative department responsible for the comprehensive coordination and service of the University. Its main responsibilities are as follows:

(1) Overall administrative and reporting functions of the University.

(2) Coordination of senior-level meetings/activities, related document administration, review and reporting duties. Related documents include paper statements for the meetings/activities and minutes of the meetings/activities.

(3) Organization and formulation of various rules and regulations of the University, and to promote the standardized management of the University.

(4) Reception and visitor management for the University, ensuring best practice in internal and external stakeholder communications and relations.

(5) Management of University archives.

(6) Arrangement of University holidays and related resource planning, including holiday emergency response provision.

(7) Responsible for the management, maintenance and scheduling of University buses.

2. Labour Union

The Labour Union coordinates all efforts to guarantee University employees’ rights according to party labour laws. Its main responsibilities are as follows:

(1) Preparation and organization of the Staff Congress of the University, and to carry out the resolutions of the Staff Congress.

(2) Carry out self-education and healthy cultural and sports activities among the teachers and staff to enrich their cultural life in their spare time.

(3) Cooperate with relevant departments to protect the health of the teachers and staff.

(4) Cooperate with relevant departments and works to ensure the welfare, rehabilitation and labour safety protection of the teachers and staff.

(5) Undertake supervisory function, for example, urge subordinate units to perfect their labour union structures and carry out democratic election to elect labour union committees, help and guide subordinate units to safeguard the legitimate rights of the teachers and staff in accordance with the law, and organize teachers and staff to participate in democratic management.

3. Personnel Office

Personnel Office is the administrative department responsible for recruitment, personnel and Labour management. Its main responsibilities are as follows:

(1) Formulate plans for the development of teachers and annual plans for personnel work according to the needs of disciplines, majors and personnel training of the University.

(2) The establishment of the University departments and job management of the teachers and staff.

(3) The appointment and removal of University cadres and the deployment of general staff approved by Presidents' Meetings.

(4) Promote the construction and development of the University’s teaching teams.

(5) The recruitment, training, selection, assessment, rewarding and disciplinary actions of teachers and staff.

(6) The formulation of a learning system for teachers and staff and the implementation of teacher development projects, such as pre-job training, ability improvement planning, education promotion planning, and domestic and foreign study visiting planning.

(7) Organize teachers' performance assessment and professional and technical position (title) assessment and appointment, and cooperate with University Office to carry out annual assessment of teachers and staff.

(8) Responsible for the recognition and handling of teacher qualification certificates and relevant certificates for Double-Qualified teachers.

(9) Formulate salary system and accounting method for bonus and welfare of the University, and verify and distribute salaries, bonus and welfare of teachers and staff.

(10) Responsible for assessment, rewards and disciplinary actions, contracts, transfers, file management, personnel investigation, statistics of teaching team, personnel reports and other daily personnel management work of the teachers and staff.

 

4. Finance Office

The Finance Office is the administrative department responsible for financial accounting and financial management of the University. Its main responsibilities are as follows:

(1) Ensure compliance with Chinese finance laws: Accounting Law, the Financial System of Institutions of Higher Learning and the Accounting System of Non-Profit Organisations, according to the actual situation of the University.

(2) The formulation of the University’s financial management system and implementation rules.

(3) Participation in the economic policy decision-making and major development plans of the University, so as to promote the scientific and standardized financial management.

(4) Raise University funds through multiple channels according to Chinese financial law and rationally allocate school resources.

(5) Organize the preparation of the University's annual financial budget and fund-raising plan.

(6) The preparation of the financial statements of the school, the filing, archiving and management of accounting files.

 

5. Scientific Research Office

The Scientific Research Office is responsible for the University’s educational scientific research, mainly focuses on scientific research, teaching research, journal editing. Its main functions are as follows:

(1) Formulate the development plan of teaching research, scientific research and annual work plan  as well as the rules and regulations of teaching research and scientific research management according to the development strategy of the University.

(2) Responsible for the research of educational concepts and teaching methods, the exploration of new topics of education reform, the organization of the declaration, assessment, project approval, final acceptance and assessment of outstanding achievements of various topics.

(3) Responsible for the management of the University's research funds, research projects, research platforms and research achievements, as well as the development of academic activities.

(4) Responsible for the declaration of educational system reform pilot projects, key disciplines and specialties, key bases, key Laboratories, demonstration centres and other projects.

(5) Responsible for soliciting contributions, reviewing manuscripts, editing, printing and publishing of the JXUT academic journal, and dealing with publication issues and exchanges after publication.

(6) Responsible for the management of the educational and scientific research team of the University, and the cultivation of scientific research talents.

 

6. Admissions and Employment Office

The Admissions and Employment Office is the administrative department responsible for school enrollment and students' employment guidance. Its main responsibilities are as follows:

(1) Carry out the guidelines, policies and instructions of the national, provincial and municipal authorities and superior competency departments on recruitment and employment; to formulate and organize the implementation of relevant administrative regulations and measures on recruitment and employment.

(2) According to the enrollment plan of the University, prepare and submit the enrollment plan of regular college and junior college by province and major.

(3) Carry out the University enrollment publicity, online enrollment, registration and registration of new students.

(4) The summary of enrollment work, quality assurance of enrollment work and statistical analysis of various enrollment data.

(5) The guidance and service of students' employment and entrepreneurship, and to organize the teaching and scientific research of employment guidance courses.

(6) The development of graduate employment market, graduate recommendation work.

(7) Statistics management and reporting of graduates' information, as well as the compilation and reporting of graduate employment programs.

(8) The management of quality assured graduate employment dispatch procedures.

 

7. Foreign Affairs Office

The Foreign Affairs Office is the administrative department responsible for the management of the University's affairs involving Hong Kong, Macao, Taiwan Province and foreign countries. Its main responsibilities are as follows:

(1) Publicizing and implementing national policies, policies and regulations concerning foreign affairs and Hong Kong, Macao and Taiwan affairs, and handling foreign affairs in a timely and correct manner.

(2) The preparation of rules and regulations, management measures and annual work plan for foreign affairs of the University, and organization of their implementation after submitting to the University for approval.

(3) The implementation of University delegation and participating in the overseas visit and investigation organized by the provincial education department and other senior departments; to carry out external liaison; to handle the formalities of visiting; responsible for pre-trip education and post-trip summary.

(4) Hiring foreign teachers and handling the visa, approval, residence, employment and other related procedures, the implementation of the contract with foreign teachers, responsible for the daily management and service of foreign teachers.

 

8. Student Financial Aid Management Centre

The Student Financial Aid Management Centre is an administrative department to implement relevant national policies and responsible for student financial aid management and service. Its main responsibilities are as follows:

(1) Carry out the annual selection, review and distribution of the national scholarship & Grant-in-aid, Yu Guo poverty alleviation and disability award excellence fund and alumni scholarships.

(2) Coordinating and opening the "green channel" for students, verifying the application of financial aid for students from families with financial difficulties, postponing and exempting tuition fees, and establishing the archives of students with poor families.

(3) Administration of the student loan services for students, establish and maintain the information database, and quality assurance of student loan documentation.

(4) Identifying and managing sources of social funding, and actively expanding funding channels outside the University.

(5) Administration of tuition compensation, reimbursement and national student loan for enlistment students.

(6) The formulation and improvement of the University's student awards, loans, aid, compensation work management system.

 

9. Archives Centre

Archives Centre is the administrative department that carries out the national policies and regulations on archives work and plans the archives work of the whole University. Its main responsibilities are as follows:

(1) Formulate the University archives work plan, rules and regulations, and manage the University’s archives work supervision, inspection and business guidance.

(2) Collecting, sorting, classifying, appraising, keeping and statistics of all kinds of archives and related documents of the University.

(3) Carry out the work of opening and using archives, compile all kinds of archives searching tools, compile archives documents, and actively develop archives information resources.

(4) Sort out the archives, ensure effective warehouse management and the security of archives.

 

JXUT has 6 teaching support departments:

1. Academic Affairs Office

The Academic Affairs Office is the teaching support department responsible for the teaching organization, management and service of the University. Its main responsibilities are as follows:

(1) Formulate the teaching work plan of the University, formulate teaching rules and regulations, and put forward suggestions on specialty setting and adjustment.

(2) Organize the preparation and revision of the training program, curriculum syllabus and related teaching documents.

(3) Organize and carry out curriculum development, course development, laboratory development, practice base development, teaching materials development and other teaching infrastructure development.

(4) Organize the arrangement and selection of courses and the use and deployment of teaching resources, maintain the daily teaching order of the University, organize the implementation and completion of teaching plans, and implement teaching tasks.

(5) Organize teaching competitions (quality assurance exercises), and manage the examination and assessment of all courses in the University.

 

2. Students Affairs Office

The Student Affairs Office is the support department responsible for ideological and political education of students, daily management and service of students, counselor's work, student accommodation, student financial aid and mental health support. Its main responsibilities are as follows:

(1) Overall planning of student affairs management and ideological and political education for students.

(2) Inspect, supervise and assess the implementation of the moral cultivation education programs for students;

(3) Capture feedback on students' perceptions, study, life, mental health and other aspects, and keep a good knowledge of students' ideological trends;

(4) Strengthen the study of student work ethic, and put forward the corresponding countermeasures, opinions and suggestions to improve student work.

(5) Development of the counselling team.

(6) Devise and implement the training plan for the class guide team.

(7) Perform year-end assessment of student work, and promote advanced experience in student management.

(8) Student affairs management and support provision.

(9) Management and implementation of student rewards, discipline, assessment and commendation.

(10) Ensuring the overall assessment of the student experience.

(11) Attendance monitoring management.

 

3. Teaching Supervision Office

The Teaching Supervision Office is the teaching support department and is responsible for both teaching supervision and assessment. Its main responsibilities are as follows:

(1) Overall design and planning of the University's teaching supervision strategy, establish and improve the University's teaching supervision related systems and improve the teaching quality assurance system.

(2) Organize and carry out routine teaching inspection.

(3) Assessment of daily teaching order, classroom (course) teaching, practice teaching, examination of teaching and research office work, examination of attendance, assessment of teaching and assessment of learning, examination of classroom dynamics.

(4) Manage the special teaching inspections, namely the review of teaching and course materials (such as teaching plans, teaching notes, lecture notes, PPT, etc.) at the beginning and during mid-term of a semester, student’s thesis or final projects and examination papers.

 

4. Graphic Information Centre

Graphic Information Centre is the teaching support department responsible for the development and management of the educational digitalization of the University and the development and management of document resources. Its main responsibilities are as follows:

(1) Planning and construction of the University’s digitalized educational application systems and infrastructures.

(2) Development of rules and regulations concerning the development and management of the educational digitalization of the University, and daily management of the educational digitalization of the University.

(3) Planning, organization, implementation, supervision and inspection of the University website development.

(4) Development, operation, management and maintenance of University data storage.

(5) Procurement, cataloguing, circulation, reading and reader services of books, materials, newspapers and periodicals.

(6) Management of library database, retrieval and inquiry system.

 

5. Youth League Committee

The Youth League Committee is the teaching support department responsible for the innovation and entrepreneurship education of the Communist Youth League and students. Its main responsibilities are as follows:

(1) Carry out the resolutions and instructions from University Committee of CPC and superior organizations of the Youth League, formulate the work plan of the Youth League Committee and improve the work rules and regulations of the Youth League Committee.

(2) Strengthen the construction and development of Youth League, improve the study system of League member and work on the development and enlargement of League members.

(3) Enhance the ability to serve the youth and help the Youth members grow into their talents.

(4) Strengthen the development of campus culture, vigorously carry out rich and colorful cultural and sports activities, improve the aesthetic abilities and cultural and artistic qualities of the students.

(5) Manage the daily affairs of the leading group office of innovation and entrepreneurship work for University students, strengthen students' entrepreneurship training, organize students' entrepreneurship training camp and other entrepreneurship training.

(6) Carry out scientific and technological innovation activities for students and organize students to participate in various innovation and entrepreneurship competitions.

 

6. Continuing Education School

The Continuing Education School is responsible for the following:

(1) Carry out the Party's and the national educational guidelines and continuing education policies and laws and regulations, formulate development plans and annual work plans for adult higher education with academic qualifications, self-taught examination education, and non-academic training programs.

(2) Organize and formulate teaching plans, teaching syllabus, self-study examination education aid plans and non-academic training programs for adult education.

(3) Management of School of Continuing Education enrollment, file management, examination and registration management, and standardize the issuance of graduation certificates, degree certificates, vocational qualification certificates and related academic certificates.

 

University Logistics

JXUT has 3 logistics departments:

1. General Services Office

General Services Office is a logistics department responsible for the University logistics management. Its main responsibilities are as follows:

(1) Carry out the spirit of logistics reform at the higher level and the overall thinking and requirements of the logistics work of the University; responsible for the formulation of the capital development and maintenance and renovation project plans of the University.

(2) Responsible for the water and electricity service, landscaping and environmental hygiene management, and manage property management companies in campus cleaning and garbage removal.

(3) Responsible for food management to ensure food safety.

(4) Responsible for University shop rental, bidding and other work.

(5) Responsible for the purchase and management of University materials and textbooks, and register, maintain, repair and deploy assets.

 

2. Security Office

Security Office is the logistics department responsible for University safety and stability, emergency response and comprehensive management. Its main responsibilities are as follows:

(1) Carry out the policies, laws and regulations of the Party and the government, formulate and implement the University's safety management rules and regulations.

(2) Responsible for the safety prevention work, carry out law-abiding and safety prevention publicity and education, enhance the legal concept of teachers and staff and raise their safety awareness.

(3) Supervise, guide and coordinate various units and departments to do a good job of comprehensive University public security management.

(4) Implement safety responsibility system and various precautionary measures to prevent the occurrence of various criminal and public security cases and disasters.

(5) Strengthen University fire safety supervision and management, implement fire safety responsibility system, to ensure the personal and property safety of University, teachers, students and staff.

(6) Strengthen the management of campus security, strengthen the construction and maintenance of public security prevention facilities, increase the intensity of campus security work, establish and improve the University security responsibility system.

(7) Responsible for campus security patrol and inspection, set up patrol, inspection and potential safety hazard.

(8) To assist public security institutions, comprehensive management departments, urban management law enforcement, cultural inspection and other departments to carry out work, to maintain the normal order of the University.

 

3. Health Clinic

Health Clinic is the logistics department responsible for school health. Its main responsibilities are as follows:

(1) Responsible for the prevention and treatment of diseases for all students, teachers and staff of the University, and continuously provide several free medical services such as blood pressure testing, temperature testing, consultation and service charge of ordering medicine.

(2) Responsible for public health guidance, prevention and treatment of infectious diseases and medical insurance for University students.

(3) Carry out health education activities, through WeChat, the website, the University newspaper, publicity board, distribution of publicity materials to the whole University teachers and students to popularize the knowledge of disease prevention.

(4) During the epidemic period, responsible for epidemic prevention training, accounting and testing, vaccine injection for teachers and students.

 

JXUT has 15 teaching departments:

14. Department of Science Teaching,

15. School of Physical Education.

 

 In order to clarify the specific work division of University leaders, JXUT drew up documents such as Job Description of the President of Jiangxi University of Technology, Job Description of the Vice President of Jiangxi University of Technology, Job Description of the Administration Department, Responsibilities and Functions of Each School within Jiangxi University of Technology. To ensure the quality of teaching and learning management, JXUT has established a Board of Directors (to make major University decisions), an Academic Committee (to oversee scientific research), a Curriculum Development Committee (to dynamically adjust the setting of curriculum design), a Degree Committee (to validate the qualifications for awarding degrees), an Admissions Committee (to organize University admissions), a Quality Committee (to safeguard the quality of teaching), and Teaching Steering Committee (improve the quality of students’ education). JXUT strategic, financial and legal decisions are separate from academic decisions in order to confirm the integrity of academic development and the University owners and shareholders are not directly involved in making related academic decisions.
