Chapter I General Provisions
Article 1 In order to standardize the management behaviour of students, maintain the normal order and life, protect the legitimate rights and interests of students, cultivate all-round development of students. These regulations are formulated in combination with the Regulations on the Management of Students in Institutions of Higher Education of the Ministry of Education of the People's Republic of China (Order No. 41 of the Ministry of Education of the People's Republic of China) and the Regulations of Jiangxi University of Technology.
Article 2 These Provisions shall apply to the administration of students receiving ordinary higher education and junior school (higher vocational) (hereinafter referred to as students).
Article 3 The University focuses on the training of talents, follow the education rules, constantly improve the education quality, run the law, strict management, improve and perfect the management system, standardize the management behaviour; combine management with strengthening education, constantly improve the management level, and strive to cultivate the qualified socialist builders and reliable successors.
Article 4 Students should:
(1) Study Marxism-Leninism, MAO Zedong thought, theory system of socialism with Chinese characteristics, further study Xi general secretary series of important speech spirit and governing new ideas, new strategy, firm road of socialism with Chinese characteristics confidence, theory, system, culture, set up the common ideal of socialism with Chinese characteristics.
(2) Establish the common ideal and firm belief under the leadership of following the path of socialism with Chinese characteristics and realize the great rejuvenation of the Chinese nation;
(3) Cultivate the thought of patriotism and have the spirit of unity, peace, diligence and courage, unremitting self-improvement;
(4) Abide by the Constitution, laws and regulations, compliance with civic ethics, Compliance with the Code of Higher Student Conduct (http://www.moe.gov.cn/jyb_xxgk/gk_gbgg/moe_0/moe_495/moe_1073/tnull_11916.html), compliance with the University management system, and have good morals and behaviour;
(5) Study diligently, explore bravely, practice actively, and strive to master the modern scientific and cultural knowledge and professional skills;
(6) Exercise actively to have a healthy body;
(7) Consciously maintain the reputation of the University, pay attention to the development of the University, be fair, righteous and selfless and put knowledge into practice.
Chapter II The Rights and Obligations of the Students
Article 5 Students shall enjoy the following rights during their university period:
(1) Participate in various activities arranged by the University education and teaching plan, and use the educational and teaching resources provided by the University;
(2) Participate in social practice, volunteer service, work-study, organize and participate in the activities of student associations, entertainment, sports, technology and cultural innovation, and obtain guidance and services for employment and entrepreneurship;
(3) Apply for scholarships, grants and student loans;
(4) Get scientific and fair evaluation in terms of ideological and moral character and academic performance, and obtain the corresponding academic certificates and degree certificates after the completion of the academic studies prescribed by the University;
(5) Organize and participate in student groups on campus, participate in university management in an appropriate way, and enjoy the right to know, participate, express and supervise the affairs related to the University and students' rights and interests;
(6) Appeal or complaint about the disciplinary sanctions given by the University or about the handling of events, file a complaint to the University or the administrative department of education; file a complaint or file a lawsuit against the infringement of their personal rights and property rights;
(7) Other rights stipulated in laws, regulations and the University articles of association.
Article 6 Students shall perform the following obligations according to law during their university period:
(1) Compliance by the Constitution, laws and regulations;
(2) Observe by the University's articles of association, rules and regulations;
(3) Study hard, abide by the academic ethics, and complete the prescribed studies;
(4) Pay tuition fees and relevant fees according to the relevant provisions, and fulfil the corresponding obligations of obtaining loan funds and grants;
(5) Observe by students' code of conduct, respect teachers and develop good ideological, moral character and behaviour habits;
(6) Other obligations stipulated by laws, regulations and the University articles of association.
Chapter III Management of Student Status
Article 7 In accordance with the national enrollment regulations, freshmen who have been officially admitted by the University shall report to the University with the admission notice and the prescribed time limit and go through the admission procedures. If they fail to report on time for some reason, they shall take leave from the University in writing, and the leave time shall not exceed two weeks. Those who have not asked or missed leave shall be deemed to waive their admission qualifications except for legitimate reasons such as force majeure.
Article 8 When registering for enrollment, each school shall conduct preliminary examination of the freshmen, their identity certificate, admission notice and examinee files, etc. After passing the preliminary examination, go through the admission procedures, give registration and obtain the university status.
Article 9 After entering the University, the University shall review the freshmen within three months in accordance with the national enrollment regulations, and those who fail to pass the examination, deal with the different circumstances, until the enrollment qualification is cancelled. Those who are admitted for fraud or favoritism, shall be disqualified from their admission qualification or university status, and the files shall be returned to the location of the original files. If the circumstances are bad, they shall be reported to the relevant departments for investigation.
The review content mainly includes the following aspects:
(1) Whether the admission procedures and procedures are in accordance with the national enrollment regulations;
(2) Whether the admission qualification obtained is true and in accordance with the relevant provisions;
(3) Whether the student and identity certificate are consistent with the admission notice and examinee's file;
(4) Whether the physical and mental health meets the requirements of physical examination of the major or professional category, and whether it can ensure normal study and life in university;
(5) Whether the professional level of admitted students of art and sports types meet the admission requirements.
Article 10 Freshmen may apply for reservation of admission qualifications, and those who do not have university status and do not enjoy the treatment of university students.
(1) Freshmen who are enlisted for the Chinese People's Liberation Army (including the Chinese People's Armed Police Force) shall apply to the University Admission and Employment Office for retaining the admission qualification until two years after retirement;
(2) Freshmen suffering from disease who are diagnosed as not suitable for retaining admission at university or above for other reasons shall be examined by the school of the student on the record of the Academic Affairs Office and retain the admission qualification for one year.
(3) When the time limit of retention qualification is reached, the students come to the University with their valid documents and relevant supporting materials. After passing the University examination, the students shall go through the university status management department of the Academic Affairs Office. Those who fail to pass the examination or fail to go through the admission procedures within the time limit, the admission qualification shall be cancelled.
Article 11 At the beginning of each semester, the students shall report within the time prescribed by the University and go through the registration procedures within two weeks. Those who do not meet the registration conditions or do not pay the tuition fees will not register. Those who cannot register as scheduled, they shall fulfil the leave procedures and suspend the registration. Students who have not ask for leave or do not register for more than two weeks (including two weeks) shall be deemed to give up their university status and quit university.
Students with families in financial difficulties can apply for the relevant formalities through the loan or postpone the tuition fees.
Article 12 The University implements flexible learning years, students can complete their studies in stages, and the maximum length of study is 6 years (including suspension and retention). If who exceed this period, they shall not be registered. Students who suspend university and start a business can appropriately extend their study life, but the maximum study life shall not exceed 8 years.
Chapter IV Attendance and Leave Management
Article 13 Attendance should be checked on the classroom teaching, examination, experiment, practice, social investigation, production and labour, military training, and current affairs and political study stipulated in the training program. Students who are unable to attend must ask for leave in advance. Without asking for leave or asking for leave without permission and without attendance, are absent from class. According to the principles of the Provisions and the characteristics of the course and the number of students, teachers can make attendance checking methods (such as roll call, sign in, etc.) for this course and assess the students' regular grades according to student attendance. The teacher should report to the student's school in time about the student's absence, and the teacher (counselor) should collect the information and report it to the student secretary for record. and assess the usual performance of the students to the student department, the head teacher (instructor) and report to the study secretary for the record. Teachers can deal with the absenteeism found by the whole-course attendance check or random check according to the Regulations of Jiangxi University of Technology on the Treatment of Students' Violation of Disciplines and Regulations of Jiangxi University of Technology on the Management of Students' Attendance Rate.
Students should participate in all activities stipulated in the teaching plan and arranged by the University. Student' class, internship, experiment, practical training, curriculum design, graduation design (thesis) and so on to implement attendance. Those who do not participate in teaching activities without permission, or ask for leave overdue and do not return without justifiable reasons shall be absent. All the total amount of absenteeism in the following semester shall be given condemnation or corresponding disciplinary sanctions (counted in 6 hours a day, namely 4 hours in the morning and 2 hours in the afternoon):
(1) Give a notice of criticism for the accumulated absenteeism within 10 class hours;
(2) A total of 20 class hours and given the sanction of warning;
(3) A total of 30 class hours and given the sanction of serious warning;
(4) Absenteeism of 40 class hours and given the sanction of demerit recording;
(5) A total absenteeism of 50 class hours shall be given the sanction of university probation (for more information about probation, please refer to the section “More information on demerit and probation” below);
(6) A total absence of more than 60 class hours shall, according to Article 19 of the Regulations on the Administration of Students in Ordinary Institutions of Higher Learning under the Ministry of Education, the University will give the student corresponding disciplinary sanctions depends on the situation, in the worst case, a student may be expelled from the University.
When the student absenteeism reaches 20,30 and 40 hours respectively, each school shall give appropriate disciplinary action and submit the disciplinary documents to the faculty and faculty for the record; for 50 or 60 hours, each school shall timely report the list to the absenteeism, which shall give probation or expulsion according to the procedures.
More information on demerit and probation:
Demerit is a general sanction for students who violate school rules and disciplines (the general sanction period is one year). During the sanction period, the student who has received penalty will not be eligible to apply for any awards.
Probation for serious disciplinary violations will discipline students with a certain observation period (usually one year). If one’s performance is good enough during the probation, the student can apply to change his/her probation status by submitting an application letter once his/her observation period is over, the University will decide whether to cancel the sanctions according to student's daily performance. If the student commit violation of university rules again during probation, she/he will be directly expelled. Students in probation are allowed to attend classes, but under observation means they are at the risk of being expelled.
Article 14 Students are not allowed to leave without justifiable reasons. If they need to leave for justifiable reasons, they shall perform the following relevant leave procedures and conduct approval step by step:
(1) Submit a written report stating the reasons for the leave;
(2) Submit relevant certificates according to different circumstances:
For personal leave, submit proves of personal leave;
For sick leave, submit proves of illness issued by the University infirmary or hospital;
For public leave, submit proves of public leaves issues by the school.
(3) The approval permission for the student leave is:
1. shall be approved for half a day by the class supervisor for less than half a day;
2. For less than half a day or more than three days, the class supervisor shall sign the opinions and report to the president of the school for examination and approval;
3. for more than three days to less than seven days, the class director and the school president shall sign the opinions and report to the Director of Technology for examination and approval;
4. For less than one third of the semester of seven days, the class director, the president of the school and the director of the study and engineering department shall sign their opinions to the principal in charge for examination and approval.
Those who ask for leave for more than one-third of the current semester must apply for suspension.
Chapter V Campus Order and Extracurricular Activities
Article 15 The University should constantly strengthen the campus management, and university and students should jointly maintain the normal order of the campus and ensure the normal study and life of the students.
Article 16 The University has continuously established and improved the organizational form of students 'participate in democratic management, and supported and guaranteed students' participation in democratic management in accordance with the law through openness of university affairs and proposals of student representatives' representatives.
Article 17 According to the regulations of the Ministry of Education, students should consciously abide by the norms of civic ethics, consciously abide by the university management system, and create a civilized, tidy, beautiful and safe learning and living environment. No alcoholism, fighting, gambling, theft, drug use, spread, copy, sell illegal books, shall not publish, print or distribute propaganda materials and printed materials without the approval of the University; shall not participate in illegal pyramid selling, cult and feudal superstition activities; shall not engage in or participate in activities that damage the image of school students, university reputation and social ethics.
Article 18 No organization or individual may carry out extreme religious activities in the University.
Article 19 Students may organize and participate in student associations on campus. To set up a society, students shall comply with the Regulations on the Management of Student Societies of Jiangxi University of Technology, submit a written application and submit to the Youth League Committee of the University for approval. Student associations shall carry out activities within the scope permitted by the Constitution, laws, regulations and the University management system, and accept the leadership and management of the University. The student organizations shall invite off the University to organize and personnel to hold lectures and other activities, subject to the approval of the University.
Article 20 Advocate and support students and student associations to carry out activities of academic, technology, art, entertainment, sports and sports that are beneficial to their physical and mental health.
Students' extracurricular activities shall not affect the normal education and teaching order and life order of the University.
Article 21 The University encourages, supports and guides students to participate in social practice, social services and carry out work-study activities, and conducts specific organization and implementation with reference to relevant documents.
Article 22 Students holding large gatherings, demonstrations, or demonstrations must be approved in accordance with legal procedures and relevant regulations. If not approved, the University will dissuade or stop it according to law.
Article 23 Students who use computer networks must follow the relevant provisions of the State and university on the use of the networks. Do not log on illegal websites or spread harmful information. Article 24 To establish the student accommodation management system and improve, students must abide by the University's regulations on student accommodation management, consciously maintain the accommodation order and implement self-management. Chapter VI Assessment and achievement record
Article 25 Students shall conscientiously abide by the Code of Conduct for Students of Higher Learning and the University rules and discipline. Model compliance shall be praised and rewarded; offenders shall be criticized and educated; if serious, corresponding disciplinary action shall be given according to the circumstances.
The assessment and appraisal of students' ideological and moral character should be based on the Code of Conduct of Students of Higher Learning (https://www.pzxy.edu.cn/xsc/info/1022/1403.htm) as the main basis, and carried out in the form of personal summary and democratic evaluation of teachers and students. Individual summary and appraisal should be carried out to carry forward the advantages and overcome the shortcomings. Article 26 Students shall participate in the assessment of the courses stipulated in the University training plan and various education and teaching links (hereinafter referred to as the courses). The first assessment results of the courses, credits and reconstruction results of the courses shall be recorded into the students' report cards and put into their university status records.
Article 27 The talent training plan of each major in the University is a guiding teaching plan. Each course shall be calculated by learning into units, and the courses opened by each school are divided into compulsory courses and elective courses.
(1) Compulsory courses. Including public basic classes, professional courses and professional basic classes;
(2) Electives. It includes public elective courses, professional limited courses and optional professional courses.
Article 28 In situations when students fail the examination, for required courses and professional limited courses, they can take make-up examination or apply to retake the course; for public elective courses and professional elective courses, they can reselect or abandon. If students’ examination qualification of relevant courses have been cancelled, they are not allowed to take the make-up examination, but they can apply for re-take examination. Passing the make-up or re-take examination can get credit for the course. The application of retaking the course should be made by the student him/herself and submitted to the Academic Affairs Office for the record with the consent of the dean of the school.
Students who are not satisfied with their academic performances can apply for retakes and take the course examination uniformly organized by the Academic Affairs Office, the results will be recorded according to the highest scores.
Article 29 Students applying for retake shall refer to the Measures for the Management of Curriculum Retake of Jiangxi University of Technology. The courses for which students apply for retake courses will not be counted into the course credit score in the condition of retention. The qualified retake courses will not be included in the resit course score in the degree qualification examination conditions.
Article 30 Students who obtain a valid qualification certificate sufficient to prove the requirements of a certain (or several) course may apply for exemption from repair. Students need to go through the procedures of exemption, and report to the Academic Affairs Office for the record after the examination to the school and the curriculum undertaking unit.
The following courses shall not be applied for exemption: Introduction to the Basic Tenets of Marxism, Mao Zedong Thought and Theoretical System of Socialism with Chinese Characteristics Introduction, Outline of Modern Chinese History, Moral and Legal Basis, Situation and Policies, Mental Health Education, College English, English Reading and Writing, English Listening, Experiment, Practical Training, etc.
Article 31 If the student is unable to take the examination due to illness, s/he must apply to his/her school for postponing the examination with the hospital certificate in advance and report to the Academic Affairs Office for approval. Except for emergency illness and other special circumstances, the application for postponement of the examination is not allowed before or after entering the examination room. For the students who have been approved to defer the examination, their scores will be calculated according to the scores of the actual examination subjects excluding the number of deferred examination subjects.
Article 32 Those who apply for postponement of the examination are not approved or do not take the examination without authorization, and are not allowed to resit. Students will be criticized by a school-level notice if they are absent for 1-2 courses. Students will be criticized by the University if they are absent for 3-5 courses. Students who miss 6 or more courses will receive a warning.
Article 33 If a student seriously violates the examination discipline or cheats, the examination result of the course will be recorded as invalid and she/he will not be allowed to resit, students will be criticized, educated and take disciplinary action according to the Regulations on Examination Management of Jiangxi University of Technology according to their violation of discipline or cheating.
Article 34 Students should participate in the activities stipulated in the talent training program and organized by the University on time. Students attending classes, experiments, practical training, internships, military training, public welfare labour should be carried out attendance. If the student cannot participate in the class for some reason, she/he should apply for leave according to the regulations, otherwise she/he will be punished as absent.
Article 35 These Provisions shall come into effect since September 1, 2017, and the Student Affairs Office is responsible for its interpretation.
